The Landscape

This landscape of relief between valleys, hills, and escarpments is located on the eastern flank of the Cordillera Oriental and has a climatic variability that ranges from very humid cold to very humid warm, with altitudes from 300 masl (meters above sea level) to 3,600 masl and temperatures ranging from 12 to 28°C. It is an area of great environmental importance because of its abundance of ecosystem services such as carbon storage, water regulation, and genetic exchange (fauna and flora) between the Amazon and Andean bioregions, creating an Andean-Amazon corridor that connects them(Barrera, Hermida & Rodríguez, 2021). The landscape has an economy based on the primary sector (agriculture, livestock, forestry, and fishing), with infrastructure deficiencies for producing, processing, and marketing products. It is common for people to work for daily wages to generate immediate income for the family (without formal employment). The colonization of the territory and the growth model in general in the department of Caquetá has led to the loss in area and richness of forests and endemic species such as the Canelo de los Andaquíes (Ocotea quixos), a forest species declared endangered and found in only three localities in Colombia, including Belén de los Andaquíes (SINCHI, 2007); in total, over 327,256 ha of the landscape has been converted (SINCHI, 2020). A total of 40% of the landscape is located in the Amazon forest reserve zone of Law 2 of 1959, which limits the allocation of land to the families settled there, and therefore, their access to certain government services and incentives, access to credit, among others, which motivates the population to associate for collective management of benefits and state attention. With support from international cooperation projects and donor resources, technical assistance has generally been provided to improve production, become more competitive and maintain the resilience of ecosystems, and strengthen organizational processes from formalization to strategic planning with a joint vision of the territory; however, there is still a wide gap between production and the market, which puts environmental sustainability at risk. This risk is given mainly in terms of the increase in agricultural and livestock production areas to compensate for the low income generated due to the low quality and price of regional products in an unstable market.Throughout history, the territory has been hard hit by the internal armed conflict, generating gaps between the countryside and the city, which evidences social inequality and high levels of poverty (ECV 2021). Organizations financed by international cooperation and the government are active to the extent that projects are financed and implemented. However, about 14% of the participating organizations have suffered some episode in which one or more leaders have been threatened for defending collective rights or natural resources, situations that are rarely reported to remain in the territory. Among the economic challenges is the fact that most of the rural population carries inadequate production practices, inherited from generation to generation, practices that do not promote sustainability, with little interest in for the environment, the proper use of soil and biodiversity, or in improving the quality of products. In addition, poor road infrastructure (IGAC, 2018) makes transporting agricultural products to the different marketing areas difficult. There is a lack of agricultural extension services, low investment and state support, and the presence of intermediaries who do not offer fair prices and illegal armed groups. These factors, summed to the high cost of agricultural inputs and the lack of fair marketing spaces, all converge and generate socio-environmental risks that hinder sustainable development within the landscape.
